Slow process
As ios devices are known for their fast interface and performance, the firmware 6.1.3 lacks that. It might slower your phone's apps or other processes.
Unresponsive Home Button
This is one of the worst problem a 6.1.3 person will face with his iPhone 4 specially. You might see that the home button has become either unresponsive or it is working with delays.
Wifi/Bluetooth not working
The most common problem the 6.1.3 firmware has, once your system adapts this problem it ain't going back. It will make your device almost paralyzed.
If you have upgraded your phone to 6.1.3 then there are least chances of getting rid of these problems but you haven't upgraded yet then kudos you're saved from the firmware's nightmare!
